Background and context

Global humanitarian, climate, and development financing is undergoing a significant transformation. There is increasing emphasis on anticipatory action, localization, and risk-informed programming. Institutions are expected to allocate resources faster, demonstrate measurable impact, and ensure accountability at scale.

However, the frameworks used to guide these decisions have not evolved at the same pace. Most allocation models continue to rely on generalized vulnerability categories that do not accurately reflect how risk is experienced across different contexts. These categories often serve as proxies, simplifying complex realities into broad assumptions that overlook critical differences in capacity, exposure, and resilience.

As a result, financing decisions are frequently misaligned with actual needs. Resources may be directed toward populations that appear vulnerable but possess the capacity to cope, while communities facing higher levels of risk due to limited capacity remain under-supported.

This creates systemic inefficiencies. Investments do not always translate into meaningful risk reduction. Capable local actors are excluded due to rigid compliance frameworks that do not account for contextual strengths. At the same time, institutions face increasing pressure to justify their decisions with evidence, yet lack the analytical tools required to measure and compare risk effectively.

Funding is available. The challenge is directing it to the right priorities, partners and communities at the right time and with measurable impact.

The Problem

Vulnerability is not the same as risk

PLG problem statement.png

Most financing systems still rely on generalized vulnerability classifications that ignore variation in capacity that resulted to misallocating resources and excluding capable national / local actors in the community.

Vulnerability treated as a proxy for risk. Static demographic categories. Binary eligibility criteria that exclude local organizations, regardless of contextual knowledge.

Risk as the interaction between hazard exposure and capacity. As capacity increases, risk decreases. Measurable, comparable profiles replace static categories.
